ICT Infrastructure Design for IRC Campsfield

IRC Campsfield is an immigration removal centre built to provide safe, secure and fit-for-purpose detained accommodation for people who are subject to removal from the UK.

Phase 1 has included significant refurbishment of existing buildings, delivered to the latest standards to provide modern, safe, secure and connected accommodation for residents. The Centre provides facilities to ensure that the Home Office, HM Courts & Tribunals Service and Facility Operator (Mitie) can each perform their duties in a physically and technically secure environment. Dedicated healthcare services at the Centre are also provided on-site by NHS England.

Novatia led the ICT infrastructure design for Galliford Try across RIBA 3 and 4, securing a Home Office contract. The company provided ongoing design support and technical assurance during construction to ensure the outcomes continued to meet stringent requirements.

Design engagement required the complex orchestration of ICT requirements across a wide range of occupant organisations. The design strategy had to comply with the infrastructure and design guidelines set out by the MOJ and HM Courts & Tribunals Service, while also meeting the separate operational, technical, and security requirements of the Home Office, NHS, and Facility Operator.
The secure site requires stringent physical and technical security procedures and systems to ensure the facility operates safely and securely. The resulting ICT design and specification provided significant security controls and technical safeguards to address safety standards for all parties.

ICT requirements to support purpose-built facilities for the recreational, educational, healthcare, living and faith-related activities of residents were also defined, specified and integrated into the design, to ensure the building could support all intended uses.

The design reconciled the operational, technical and security requirements of five distinct stakeholder organisations within a single secure environment - evidencing Novatia's strength in navigating complex regulatory frameworks.
